Missions Publiques

Missions Publiques is a high-impact social entrepreneur whose mission is to bring the voice of ordinary citizens into international/global discussions and negotiations on societal challenges through the organisation of Citizens’ dialogues. Research projects represent 20% of the activity of Missions Publiques. The team assists clients and partners in a diversity of sectors (such as environment, climate, health, culture and technology) and at different levels (from district to global). Our team draws on the expertise of non-experts (resulting from deliberations) to enhance the development of public policies, strategic agreements and corporate strategies.

Relevant previous projects and initiatives
  • CIMULACT (H2020 – 2015 – 2017) “Citizen and Multi-Actor Consultation on Horizon 2020” aimed at improving the engagement of citizens in the process of formulation of the research agenda in Europe by providing inputs to the Horizon 2020 Work Programme 2018 – 2020 and consequently to the preparation of the Framework Programme 9. The CIMULACT project adopted cocreation and multi-actor procedures involving citizens and experts from 30 European countries. In the course of the project a number of intermediate results were gathered in key deliverables targeted to the needs of European and national research policy making. These deliverables included 179 citizens’ visions and 48 research programme scenarios finally transformed into the final 23 research topics. This effort was acknowledged in the Interim Evaluation of Horizon 2020 where CIMULACT was mentioned as one example that had already been able to deliver significant inputs to Horizon 2020. www.cimulact.eu. 
  • Convention Citoyenne pour le climat (2019 – 2020): Missions Publiques accompanied the Citizen Convention on Climate desired by the government of Emmanuel Macron, President of the French Republic. The Citizen Climate Convention is a group of 150 randomly selected citizens, representative of the diversity of French society, whose mandate is to propose a series of measures “allowing a reduction of at least 40% greenhouse gas emissions by 2030 in the spirit of social justice”. Missions Publiques is part of the team at the heart of this convention. Its team supports the EESC (Economic, Social and Environmental Council) and the convention governance committee in the overall structuring of citizens’ work and the animation of the seven sessions that compose it. 
  • Grand Débat National (2019): Missions Publiques and its partners Eurogroup and Res publica organised, with the Grand Débat mission, regional citizens’ conferences in several cities over France and its overseas territories. There were 21 regional reunions besides the 10,000 self-organised meeting (1 million participants) and there was an online platform available where any citizen was invited to submit suggestions (1 million contributions). This regional dialogue initiative, part of the Grand Débat National, aimed to allow randomly selected citizens (100 persons in each group) to express their expectations about four themes: taxation, ecological transition, democracy and the state and national administration. The organisation of these conferences made it possible to highlight the desire of citizens to participate in the development of public and governmental decisions, by proposing concrete solutions – taking into account their life experiences and their policy needs – in which they feel directly concerned, even when they relate to international issues.   • European Space Agency Citizen’s Debate on space (ESA) – 2016: strategic and methodologic support to the head of European Strategy, for a Pan-European Citizens’ dialogue on space for Europe. Missions Publiques was in charge of the project management and coordination of the 22 national partners associated to the project. This consultation on an unprecedented scale took place simultaneously in all 22 Member States of the European Space Agency (ESA). The dialogues were held in the country’s national language. Missions Publiques designed, coordinated and analysed the consultation. Results were presented at the ministerial strategic meeting, and during global inter-space agencies meetings.
